Not sure what this photo was used for but it appears it was most likely for the 1940 promotion of the Judy Garland IDEAL doll.
Taken by legendary Hollywood photographer Clarence Bull with his vintage stamp on the back along with The Museum of Modern Art in NY. A most extraordinary TYPE I photo with one of the most unique images of Garland holding up her doll likeness. A terrific historical photo.
